Reporting to the Head of Public Policy and Government Affairs, the Regulatory Affairs and Permitting Manager will own the end to end execution of licenses, permits, registrations, regulatory approvals, amendments and renewals across development, construction, commissioning and operations. This is an operational delivery role. Broader stakeholder engagement and strategic resources policy are led by separate members of the team.

Responsibilities

Lead Regulatory Affairs and Permitting

• Develop and maintain a complete regulatory and permitting roadmap for each data center campus, covering development, construction, commissioning, operations and renewal requirements.

• Manage applications, amendments, renewals and maintenance of all required licenses, permits, registrations and regulatory approvals.

• Identify applicable requirements under Indonesian business licensing and sector regulations, including requirements administered through OSS and relevant national and regional authorities.

• Communicate directly with regulatory and licensing offices to clarify requirements, submit applications, respond to questions, follow up on processing and resolve application specific issues.


Protect Project Delivery

• Translate regulatory requirements into clear actions, document lists, accountable owners, dependencies and target completion dates for internal project teams.

• Integrate permit and approval milestones into project schedules and identify regulatory risks that could affect construction, energization, commissioning or operations.

• Maintain an accurate permit tracker and document repository, including application status, validity periods, renewal deadlines, dependencies, responsible owners and evidence of approval.

• Escalate stalled, high risk or schedule critical approvals with a clear assessment of the issue, project impact, recommended action and required support.


Coordinate Regulatory Execution

• Coordinate with Engineering, Construction, Project Management, Operations, Procurement, Legal, Environment Health and Safety, Finance and external consultants to ensure submissions are complete, accurate and timely.

• Monitor regulatory changes that directly affect licensing, permitting and data center operations, and communicate practical implications to relevant internal teams.

• Coordinate with Stakeholder Relations when senior government engagement or institutional escalation is required, and with Strategic Resources Policy on matters involving electricity, water, telecommunications, land and other critical resources, while retaining ownership of permit execution.

• Conduct all regulatory interactions and submissions in accordance with company ethics, anti bribery, record keeping and approval requirements.


Minimum Qualifications

• Bachelor’s degree in Law, Business, Public Policy, Engineering or another relevant field.

• At least 5 years of relevant experience in regulatory affairs, licensing, permitting, project approvals or operational compliance in Indonesia.

• Hands on experience independently managing license or permit applications with government authorities and licensing offices.

• Good working knowledge of Indonesian business licensing processes, including OSS, and the ability to translate regulatory requirements into practical project actions.

• Strong project management, documentation, coordination, follow up and problem solving skills.

• Ability to work effectively with technical teams and understand engineering or construction documents sufficiently to manage regulatory submissions.

• Professional communication skills and the ability to work effectively with regulatory authorities, consultants and internal stakeholders.

• Fluent in Bahasa Indonesia and English, with willingness to travel regularly to government offices, project sites and data center campuses.

Preferred Qualifications

• Experience in data centers, telecommunications, power, infrastructure, construction, industrial estates, manufacturing, energy or another regulated sector.

• Experience managing regulatory requirements across multiple projects or campuses with competing deadlines and approval dependencies.

• The ability to operate effectively in fast paced, ambiguous and resource constrained environments.

• Mandarin proficiency is helpful but not required.
