HRGA Manager

About the Role
We are looking for a hands-on and highly organized HRGA Manager to manage and strengthen the Human Resources and General Affairs function of our growing organization.
This role is ideal for someone who is comfortable working independently as a key individual contributor while building and improving HR systems, policies, processes, and governance frameworks. You will be responsible for end-to-end HR operations, including recruitment, employee administration, payroll coordination, labor compliance, BPJS administration, performance management, organization development, and general corporate administration.
The successful candidate should be highly proactive, detail-oriented, and capable of managing multiple priorities while maintaining strong documentation, follow-up, and execution discipline.
Key Responsibilities
1. HR Operations, Compliance & Statutory Administration
Ensure compliance with Indonesian labor laws and employment regulations.
Manage employment-related statutory administration, including BPJS Kesehatan and BPJS Ketenagakerjaan registration, employee data updates, documentation, and coordination with relevant institutions or service providers.
Coordinate payroll data, statutory deductions, PPh 21, overtime, leave, and other employment-related administration.
Prepare and manage employment agreements, amendments, employee documentation, and other HR-related records.
Develop, implement, and maintain HR policies, internal regulations, SOPs, and administrative guidelines.
Coordinate with payroll consultants, legal advisors, tax consultants, government institutions, and other relevant external parties.
Conduct regular bi-weekly HR and administrative check-ups to monitor pending matters, compliance requirements, deadlines, risks, and required follow-up actions.
2. Recruitment & Talent Acquisition
Manage the end-to-end recruitment process, including job posting, sourcing, screening, interviewing coordination, reference checks, and candidate communication.
Support workforce planning and manpower requirements in coordination with management and department heads.
Build and maintain recruitment pipelines through job portals, recruitment agencies, professional networks, and other relevant channels.
Ensure proper recruitment documentation, candidate tracking, and onboarding preparation.
3. Employee Administration & Document Management
Manage the employee lifecycle, including onboarding, employee data management, role changes, contract administration, probation monitoring, and separation processes.
Maintain accurate HR records, employee databases, attendance, leave records, and payroll-related information.
Establish and maintain a highly organized document management and record control system, ensuring proper filing, completeness, version control, tracking, confidentiality, and timely retrieval of HR, corporate, legal, and administrative documents.
Maintain structured administrative trackers and follow-up systems to ensure important actions and deadlines are properly monitored and completed.
Support the implementation and improvement of HRIS and other HR administration systems.
4. Organization Development & Performance Management
Support organizational structure development and role clarity initiatives.
Conduct and support job analysis, job description development, job evaluation, and job grading initiatives.
Develop and maintain performance management processes, including KPI alignment, KPI cascading, performance reviews, and evaluation governance.
Support management in organizational changes, workforce planning, and people-related decision-making.
Identify opportunities to improve HR processes, organizational effectiveness, and administrative controls.
5. General Affairs & Corporate Administration
Manage and coordinate general office administration, facilities, assets, vendors, and other operational support requirements.
Coordinate with external consultants, vendors, government institutions, and other relevant parties regarding HR, statutory, corporate, and administrative matters.
Maintain proper corporate and administrative documentation and support internal governance requirements.
Support management with ad hoc HRGA, organizational, and corporate administration projects as required.
6. Corporate Legal, Licensing & Regulatory Administration
Manage and coordinate corporate legal and regulatory administration, including coordination with notaries, legal advisors, government institutions, and external consultants.
Support and monitor corporate licensing and regulatory requirements, including OSS, NIB, business licenses, permits, registrations, and related documentation, as applicable to the company's business activities.
Maintain a structured register and filing system for corporate legal documents, licenses, permits, resolutions, agreements, and statutory records.
Coordinate visa, immigration, work permit, and expatriate-related administration, including communication with relevant agents, consultants, and government institutions where required.
Support the preparation, review, coordination, and maintenance of legal and compliance documentation related to the company's business operations and digital platform, including Terms of Use, Privacy Policy, seller or commercial agreements, and other operational documentation.
Monitor key regulatory and corporate compliance deadlines and ensure proper follow-up and coordination with relevant stakeholders.
Coordinate with HQ, management, external legal counsel, consultants, and relevant authorities regarding corporate governance, licensing, and regulatory matters.
7. Business Operations & Project Support
Provide hands-on administrative and operational support for company projects, campaigns, events, and other business activities as required.
Coordinate operational preparations for events and offline activities, including venue/location arrangements, permits or required approvals, equipment, vendors, logistics, and supporting documentation.
Support cross-functional teams in ensuring administrative, legal, HRGA, and operational requirements are identified and completed before project or event execution.
Coordinate with landlords, building management, event organizers, vendors, government institutions, and other external parties when required.
Maintain project-related trackers, documentation, approvals, and follow-up actions to ensure activities are properly coordinated and completed.
Support management and business teams with ad hoc operational requirements arising from new initiatives, campaigns, partnerships, or business expansion activities.
Requirements
Mandatory
Bachelor's degree in Human Resources, Psychology, Business Administration, Management, or a related field.
Minimum 3–5 years of relevant experience in Human Resources and/or General Affairs.
Experience handling end-to-end HR operations, including recruitment, employee administration, employment documentation, labor compliance, payroll coordination, and employee relations.
Hands-on experience with BPJS Kesehatan and BPJS Ketenagakerjaan administration.
Strong understanding of Indonesian labor laws, employment regulations, payroll processes, PPh 21, overtime, and leave administration.
Experience developing HR policies, SOPs, and administrative processes.
Comfortable working independently and managing a broad HRGA scope as an individual contributor.
Strong organizational, documentation, follow-up, and project management skills.
High attention to detail and ability to maintain structured records and documentation.
Good communication and stakeholder management skills.
Professional proficiency in Bahasa Indonesia and English, both written and spoken.
High level of integrity and discretion in handling confidential employee and corporate information.
Preferred
Experience working in a startup, e-commerce, logistics, FMCG, technology, or other fast-growing environment.
Experience building or improving HR systems and processes from an early stage.
Exposure to organization development initiatives, including organizational structure, job analysis, job evaluation, job grading, and performance management.
Familiarity with HRIS, payroll systems, and applicant tracking systems.
Experience coordinating with regional or international stakeholders and external consultants.
